A buffer mortar using an organic fiber aggregate is disclosed. The buffer mortar according to an embodiment of the present invention includes 600 to 800 kg of cement, 90 to 110 kg of fiber aggregate, 4 to 6 kg of sodium fatty acid, and 400 to 500 kg of water with respect to 1 m 3 of the mortar, wherein the fiber aggregate is the fiber aggregate. It may include 30-40 parts by weight of coconut fiber based on 100 parts by weight. An embodiment of the present invention can provide a functional buffer mortar that provides improved cushioning and sound insulation performance by absorbing and dispersing the impact applied by improving the physical properties of the mortar.
