To provide a technique by which when deceleration or stop of a metal strip occurs at a line center during acceleration of a tension reel while winding the metal strip, it can be avoided that a winding speed of the tension reel violates a speed limit, and thus, a speed of the metal strip suddenly decelerates.SOLUTION: In the case that deceleration at a continuous line center or stop of the continuous line occurs when accelerating a winding speed of a tension reel to a continuous line outlet side set speed, a speed limit of the tension reel is set, and the winding speed of the tension reel is kept constant at a time when a metal strip length residual quantity in an outlet side looper is decreased and the speed limit is reduced, and thus, a difference between the speed limit and the winding speed of the tension reel becomes a prescribed threshold or less, and at a time when the reduced speed limit and the kept winding speed are coincident with each other, keeping of the winding speed is released, and the winding speed of the tension reel is decelerated according to the speed limit.SELECTED DRAWING: Figure 3
