A target-tracking device (1), wherein a modulating signal of identification ID is transmitted by a change of the light-emitting state of a light source unit (22), an image including a light-emitting point of the light source unit (22) is photographed by a light-receiving unit (31), and the light-emitting state of the light-emitting point and the position of the light-emitting point in the image are detected from the photographed image. A target-tracking process is carried out on the basis of the detected light-emitting state of the light-emitting point and the position of the light-emitting point. The light-emitting state of the light source unit (22) changes within a range in which an image including a light-emitting point can be photographed by the light-receiving unit (31).
