The present invention provides a flame-retardant thermal insulation sheet which has high flame retardancy and high thermal insulation properties. The present invention also provides a flame-retardant thermal insulation material which comprises such a flame-retardant thermal insulation sheet having high flame retardancy and high thermal insulation properties.　A flame-retardant thermal insulation sheet according to one embodiment of the present invention comprises a flame-retardant thermal insulation layer that is formed from a resin composition (A), and a thermal insulation layer; and the resin composition (A) contains a binder resin, a low-melting-point inorganic material, a high-melting-point inorganic material and pores. A flame-retardant thermal insulation sheet according to another embodiment of the present invention comprises a flame-retardant thermal insulation layer that is formed from a resin composition (B), and a thermal insulation layer; and the resin composition (B) contains a binder resin that produces a high-melting-point inorganic material by means of heating, a low-melting-point inorganic material, and pores and/or a pore-forming agent.
