A telework effect predicting device (100) is provided with: a storage unit (110) for storing a telework effect prediction model (111) for predicting the effectiveness of telework on the basis of a degree of congestion of a commuting route and a collaborative work amount for a user; an acquiring unit (120) for acquiring a predicted value of the degree of congestion of the commuting route for a specific user on a specified date; a calculating unit (130) for calculating the collaborative work amount from a work schedule of the specific user on the specified date; a predicting unit (140) for using the telework effect prediction model to predict the telework effectiveness from the acquired predicted value and the calculated collaborative work amount; and an output unit (150) for outputting information based on the predicted effectiveness.
