A viscous shear rotary damper 1 comprises: a first member 3 that has a first tapered surface 100; a second member 4 that has a second tapered surface 200 facing the first tapered surface 100 across a predetermined spacing and is rotatable relative to the first member 3 without changing the predetermined spacing; a viscous body that is filled between the first tapered surface 100 and the second tapered surface 200; and an advancing/retreating mechanism for causing the first member 3 and the second member 4 to advance and retreat relative to each other so that the gap between the first tapered surface 100 and the second tapered surface 200 can be adjusted.
