PROBLEM TO BE SOLVED: To inexpensively create road map information small in data size adding up-to-date and detailed road information.;SOLUTION: A map information creation device (map information creation program) acquires three-dimensional point group information on latitude, longitude, and altitude for every point of a predetermined interval from a first server, and acquires two-dimensional map information on the latitude and the longitude for each pixel or a plurality of pixels from a second server, creates basic map information adding information of the altitude for each point to the two-dimensional map information by synthesizing the three-dimensional point group information and the two-dimensional map information, specifies the road based on a movement locus of positional information acquired from a mobile body, and creates the road map adding the road information to the basic map information so as to be outputted to the mobile body. In this case, when positional information, angular rate information and/or acceleration information are received from the mobile body, gradient information on the road is calculated based on these pieces of information.
