Disclosed are a method for detecting a moving object in a compressed image and an image monitoring system for performing the same. The method for detecting a moving object in a compressed image according to an embodiment is such that the apparatus for detecting a moving object detects a moving object without a complicated image processing process of the compressed image, and performs the image processing function of the image monitoring server only when the moving object is detected. Accordingly, the system can be efficiently operated.
