A shielding machine having a telescopic normal-pressure tool changing compartment, comprising a shielding machine body (200), and a cutter head body (100) in transmission connection with an advancing end thereof; the cutter head body (100) has a flat cylindrical structure, five muck holes (105) at equal angles are provided at an end face of the cutter head body (100), and tool clamping plates (106) are provided between adjacent muck holes (105) on the end face of the cutter head body (100). By providing, in the region between the cutter head body (100) and the shielding machine body (200), a first fan-shaped shell (205) and a second fan-shaped shell (206) which are connected to the shielding machine body (200) and are telescopic, and sealing the connection between the first fan-shaped shell (205) and the second fan-shaped shell (206), when an operator changes a tool, the telescopic first fan-shaped shell (205) and second fan-shaped shell (206) are connected to the cutter head body (100), so as to form a closed compartment with the adjacent muck hole (105) and tool clamping plate (106) of the cutter head body (100), increasing the efficiency of cutter head change and shortening the replacement period while ensuring the soil mass being supported by a high pressure and facilitating the operation of an operator at a normal pressure.
