This radar signal processing device (1) operates in cooperation with a sensor unit (10). The radar signal processing device (1) is provided with: a frequency analysis unit (49) that performs frequency analysis on reception signals in one or more reception channels generated in a sensor unit (10); a target object recognition unit (61) that calculates, on the basis of the frequency analysis result, measurement values of one or more types of feature amounts characterizing the state of a target object moving in an observation space; and a learned data storage unit (63) that stores one or more learned data sets which define a distribution of probability that the one or more types of feature amounts are measured when one or more recognition targets have been observed in the observation space. The target object recognition unit (61) refers to the learned data storage unit (63), calculates posterior probability that a target object belongs to one or more classes, on the basis of the measurement values by using the learned data sets, and recognizes the target object on the basis of the calculated posterior probability.
