Systems and methods are provided for increasing blood velocity and wall shear stress in a peripheral artery or peripheral vein for a time and to a size sufficient to continuously increase the overall diameter and lumen diameter of the artery or vein. The method includes systems and methods for varying the motion of blood at a desired rate and in a desired direction. The movement of blood is monitored and adjusted as needed to maintain the desired blood velocity and wall shear stress in the peripheral artery or vein to optimize the amount and rate of continuous increase in diameter of the peripheral artery or vein.
