PROBLEM TO BE SOLVED: To provide an operation target device capable of providing an operator with operability suitable for an operator's operation skill, and a technique related thereto. A hydraulic excavator 1 includes a dynamic characteristic setting unit 51, a productivity acquisition unit 55, and an optimum dynamic characteristic calculation unit 57. The dynamic characteristic setting unit 55 sets the dynamic characteristic to the first dynamic characteristic. The productivity acquisition unit 55 acquires the productivity when a specific operation is performed on the operation target while the dynamic characteristic is set to the first dynamic characteristic as the first productivity. The dynamic characteristic setting unit 55 sets the dynamic characteristic to a second dynamic characteristic different from the first dynamic characteristic.
