To provide an efficient method for decomposing and treating nano-carbon material or organic material which is difficult to decompose and remove in treated water containing water and persistent substance such as nano-carbon material and organic material which is difficult to decompose and remove.SOLUTION: A method for decomposing persistent substance in treated water containing water and a persistent substance consisting of at least one type selected from nano carbon materials and persistent organic substances includes the steps of: adding a first oxidizing agent consisting of one or more types selected from hypohalous acid and salts thereof to the treated water, and adding a second oxidizing agent consisting of a sulfur compound containing a peroxide group to the treated water.SELECTED DRAWING: Figure 2
