To provide a high shrinkable atmospheric pressure cationic dyeable polyester fiber and mixed fiber which can obtain a cloth having good dyeing properties and satisfactory bulging and to provide a cloth having good dyeing properties and satisfactory bulging.SOLUTION: There is provided a high shrinkable atmospheric pressure cationic dyeable polyester fiber having a hot water shrinkage ratio of 30% or more, composed of a polyester whose main repeating unit is ethylene terephthalate, and which contains 2.0 to 3.0 mol% of metal sulfonate group-containing isophthalic acid component based on the acid component of the whole polyester and contains polyalkylene glycol having an average molecular weight of 150 to 400 in a proportion of 2.0 to 3.5% by mass with respect to the whole polyester. There is provided a mixed fiber using the high shrinkable atmospheric pressure cationic dyeable polyester fiber. There is provided a cloth using the mixed fiber.SELECTED DRAWING: None
