The present invention includes an aqueous solvent, an acrylic monomer, an emulsifier and an initiator, and is a pressure-sensitive adhesive prepared through emulsion polymerization, providing a high-solids blend composition with a solid content of 70% or more, and securing workability as well as physical properties of the level of a solvent-type pressure-sensitive adhesive. It can provide water-based acrylic adhesive for VOC-free eco-friendly PVC interior sheet.
