PROBLEM TO BE SOLVED: To improve the image quality of a super-resolution image in a case where super-resolution processing is performed on a decoded image.SOLUTION: A super-resolution frame selection apparatus 11 comprises: a motion prediction accuracy discrimination part 111 for making a discrimination that prediction accuracy of motion prediction corresponding to a divided block is high or low, for each divided block with respect to a residual image; and a frame selection part 112 for outputting frame selection information instructing super-resolution processing using a single frame to a divided block on which intra-prediction has been performed, instructing super-resolution processing using multiple frames to a divided block on which inter-prediction has been performed, in a case where the motion prediction accuracy discrimination part discriminates that the prediction accuracy of the motion prediction is high, and instructing super-resolution processing using a single frame in a case where the motion prediction accuracy discrimination part discriminates that the prediction accuracy of the motion prediction is low.SELECTED DRAWING: Figure 1
