Disclosed is a carbon fiber composite material comprising the following components: 40-60% of polyphenylene sulfide, 10-30% of carbon fiber powder fibers, 10-15% of a polyphenylene sulfide-polyorganosiloxane block copolymer, 0.3-5% of a conductive filler, 2-5% of a flame retardant, 1-4% of a toughening agent and 2-5% of an elastomer, wherein the conductive filler is carbon nanotubes; the conductive filler further comprises carbon black, with the weight percentage of the carbon black being 0-10%; the flame retardant is a halogen-free flame retardant, and is specifically a composite melamine cyanurate; and the toughening agent is a hydrogenated styrene-ethylene-butadiene-styrene (SEBS)-grafted MAH copolymer (SEBS-g-MAH) and/or an ethylene-propylene-diene monomer (EPDM) rubber and/or an active toughening agent 6350 with an epoxy group, wherein the grafting rate of MAH in the copolymer is 0.5. The carbon fiber composite material uses polyphenylene sulfide as a base material, and has a high mechanical strength and a good electrical conductivity.
