To provide an orbit evaluation system capable of accurately evaluating an orbit or maintenance work thereof and making contribution to high efficiency of the maintenance of the orbit, or an orbit evaluation method.SOLUTION: An orbit evaluation system 1 comprises an information generating unit, an analyzing unit, and an evaluating unit, the information generating unit generating orbit displacement information including a value of rail chord level displacement of an evaluation target section in plural points of time based on rail height information measured during running by a measurement device mounted in a railway vehicle, the analyzing unit finding parameters α, β, γ, δ such that the following displacement theoretical formula (A), (y=δ-γe+βx) (A), where y indicates chord level displacement, x indicates degree of progress after construction, α indicates consolidation properties of a track bed, β indicates stability after a consolidation process, γ indicates degree of influence on the consolidation process, and δ indicates an amount of correction of residual displacement immediately after the construction, is fitted into orbit displacement information generated by the information generating unit, and the evaluating unit calculating an evaluation value of the orbit of the evaluation target section with the use of the displacement theoretical formula (A) fitted by the analyzing unit.SELECTED DRAWING: Figure 1
