To allow various interactions to be implemented with a reduced quantity of description of an interactive scenario.SOLUTION: A knowledge transition unit 120 determines a next piece of knowledge on the basis of: a knowledge base 130 where pieces of knowledge about each piece of speech are represented by giving a relation label showing relationship between the pieces of knowledge, to the pieces of knowledge with respect to the piece of speech; and an interactive scenario including a fundamental scenario where a method for transition between pieces of knowledge in the knowledge base is determined by user speech, a current piece of knowledge and a relation label. A speech generation unit 150 generates system speech on the basis of the next piece of knowledge.SELECTED DRAWING: Figure 1
