An actual state of the target vehicle (4) at the first point in time and a first deviation of the actual state from the predicted state are determined by means of the computing unit (3) based on the sensor data. A characteristic value for a driving competence of the target vehicle or a driver of the target vehicle (4) is determined by means of the computing unit (3) based on the first deviation.
