The invention is directed to a winding device (100) for an installation (10) for dispensing a rubber strip (300) that effects processes for unwinding a rubber strip (300) and a liner (400) carrying the rubber strip. The device (100) includes a frame (102); a winding reel (104) that is rotatably and displaceably mounted; an elongated swing arm (108) with a fastening end (108a) that is pivotably connected to the frame and an opposite application end (108b); and a pivoting head (110) that is arranged at the application end (108b) of the swing arm (108) and that contacts the product reel (200) when the swing arm is in an application position. A clamp (114) is disposed at the application end (108b) of the swing arm (108), the clamp having two articulated arms (114a) that articulate between a closed position, in which the articulated arms secure between them a rigid support (402) conveyed by a substrate (402') of the device (100), and an open position, in which the articulated arms release the rigid support (402).
