According to the present invention, imaging can be performed using a scintillator-based gamma camera capable of measuring radiation generated in the body, and radiation for intensity-controlled radiation therapy applying an optimized intensity-controlled radiation treatment method through quantitative numerical evaluation and analysis. A treatment planning device and method are disclosed.
