A user equipment (UE) may receive from a base station a downlink control information (DCI) message ordering a Random Access Channel (RACH) procedure transmission. At least a portion of the DCI message, e. g., one or more DCI message payload components that are associated with the RACH resources for transmitting a RACH preamble, are encrypted. A security parameter used for encryption and decryption of the DCI message may be sent to the UE, e. g., in the DCI message itself or separately from the DCI message, e.g., a security parameter for transmitting and receiving UE specific receive radio resource control (RRC) messages may be used. The encryption and decryption of the DCI message may use encryption and decryption algorithms that are locally stored at the base station and UE, respectively. Accordingly, a fake base station attempts to monitor and steal the UE-ID and the location of the UE are hindered.
