The present invention relates to an apparatus for preventing damage to and diagnosing a buoy for marine meteorological observation, and to an apparatus for preventing damage to and diagnosing a buoy for marine meteorological observation, whereby a collision between the buoy and a vessel is prevented in advance, and further, the degree of damage to the buoy when a collision occurs is diagnosed, and the degree of surface attachment of barnacles attached to the surface of the buoy is diagnosed. To this end, disclosed is an apparatus for preventing damage to and diagnosing a buoy for marine meteorological observation, the apparatus comprising: a collision prevention unit which searches for a moving body approaching the buoy for marine meteorological observation, predicts and determines the moving path of the moving body and analyzes and assesses whether there is a possibility of same colliding with the buoy; a barnacle attachment inhibition unit which inhibits the attachment of barnacles attaching to the surface of the buoy; a buoy surface diagnosis unit which diagnoses whether barnacles are attached by using a predetermined vibration; and a buoy damage diagnosis unit which, as a predetermined vibration is generated as a result of a collision between the buoy and the moving body, analyzes and diagnoses the degree of damage to the buoy by using the vibration.
