A method for processing dynamic control data according to the present invention is performed in an environment including: a control target unit; a controller; a decryption module which decrypts a control signal received from the controller; an actuator which operates by receiving the decrypted control signal from the decryption module; a sensor which detects an output from the control target unit; and a homomorphic encryption module which homomorphically encrypts a signal from the sensor. The state equation of the controller is given as x(t+1) = (F-RH)x(t) + (G-RJ)y(t) + Ru(t); u(t) = Hx(t) + Jy(t). A dynamic control data processing method according to the present invention includes a first step for transforming a state equation, obtained by homomorphically encrypting the above state equation, using a coordinate transform matrix T(z(t)Tx(t)), wherein matrices R and T, which make T(F-RH)T-1 an integer matrix, are calculated to complete the transformed state equation. The scaling factor 1/s is greater than 1, and the resolution r may be greater than 0.
