PROBLEM TO BE SOLVED: To provide a modified soil and a modified method of cohesive soil capable of improving the strength development at low temperature or the strength development at an early stage of mixing. SOLUTION: This modified clay of cohesive soil is a modified treated soil obtained by modifying cohesive soil having a water content ratio of 1.1 to 2.0 wL (wL: liquid limit), and is composed of cohesive soil and steelmaking slag. By mixing with the modifier and the modifier being a paper sludge incineration ash-based modifier or cement, at least one of the strength development at low temperature and the strength development at the early stage of mixing is improved.
