Determining the target cell for handover between adjacent cells based on the measurement report and cell identifier

A communication system in which a base station configures a UE (User Equipment) to measure a signal transmitted in a plurality of adjacent cells and transmit a measurement report is disclosed. The UE makes a signal measurement and sends a measurement report containing the measurement result of at least one adjacent cell, and for at least one reported adjacent cell, further including the associated unique cell identifier along with the corresponding measurement. The base station identifies the corresponding adjacent cell from a plurality of adjacent cells based on the reported unique cell identifier, and triggers a communication procedure involving the UE and the identified adjacent cell. The UE is based on a unique cell identifier (such as CGI) or a non-unique cell identifier (eg, PCI), or a non-unique cell identifier and base station based on NRT (Neighbor Measurement Table).
