A prefabricated plugging framework and a prefabricated framework plugging dam construction method, suitable for use when there is a floodwater breach during flood fighting and emergency rescue; when there is a floodwater breach, quickly assembling frame pipes (3) and fasteners (4) for construction into a three-dimensional plugging frame (1) according to the topography of the breach, and arranging a net layer (6) on a water-retaining surface (5) thereof; using a helicopter to hoist same into the breach to form the dam body of a hollow continuous steel framework plugging dam, which will not be washed away by the flow of water due to the low resistance of the hollow dam body; and then throwing clay bags (8) onto the water-retaining surface (5) to quickly plug the breach in one go. The present method requires less than one tenth of the labour and materials of existing plugging methods, can quickly plug a floodwater breach under 10 metres, will not damage the foundations of the breached dam or increase the danger, does not need to work in water, is adapted to any geological conditions, uses easily obtainable materials, can be used repeatedly, and is low cost, resistant to the impact of wind and waves, easy to recover after the disaster, and safe and easy to construct.
