The present application is applicable to the technical field of mobile communications, and provides a resource allocation method, comprising: receiving an enabling request of a subscriber identification module, the enabling request comprising identifier information of the subscriber identification module; acquiring, according to the identifier information, operator information corresponding to the subscriber identification module; selecting, from a cloud modulation and demodulation device set, a cloud modulation and demodulation device matching the operator information as a target cloud modulation and demodulation device; and sending an enabling instruction message to the target cloud modulation and demodulation device, the enabling instruction message comprising the identifier information, and the enabling instruction message being used for instructing the target cloud modulation and demodulation device to access, according to the identifier information, a mobile communication network of an operator corresponding to the subscriber identification module. The present invention achieves automatic matching between a subscriber identification module and a cloud modulation and demodulation device, thereby increasing the allocation efficiency of the cloud modulation and demodulation device, and making full use of a cloud modulation and demodulation device resource.
