Provided are a rehabilitation planning device, a rehabilitation planning method, and a program capable of creating a rehabilitation plan efficiently. A rehabilitation planning device (1) includes: a similarity calculating unit (2) for calculating the similarity between each of a plurality of items of past information, which are items of information relating to a plurality of past patients, being patients who have undergone rehabilitation in the past, and target patient information, which is information relating to a target patient; a ranking unit (3) which extracts one or more items of past information from the plurality of items of past information, on the basis of the similarity, and ranks said one or more items of past information in accordance with a prescribed ranking rule; and a determining unit (4) which, in accordance with the results of the ranking of the past information, determines the history of rehabilitation of the past patients associated with the past information to be the rehabilitation plan for the target patient.
