To cope with a split brain problem and service stop failure in a highly-available cluster structure on a cloud.SOLUTION: An operation-system virtual server (a server 310) notifies a cooperative device 100 of a stop of a heartbeat from a standby-system virtual server (320) when detecting such a stop. Moreover, the operation-system server informs the cooperative device of whether or not a service is in operation. The cooperative device commands the standby-system virtual server to reactivate the system when receiving information on the stop of the heartbeat and on the service in operation. The standby-system server receives the command to reactivate the system, and executes a reactivation of the service, a reactivation of an operating system, or a reactivation of the operating system when the reactivation of the service is unsuccessful.SELECTED DRAWING: Figure 4
