To make it possible to perform control, in the case that output of a photovoltaic power generation device installed in a power distribution system is suppressed, so as to eliminate the output suppression by reducing voltage at a photovoltaic power generation device installation point.SOLUTION: A power distribution system voltage regulator comprises: input means for acquiring an active component and reactive component of passing current through a transformer with a tap and potential differences between the transformer with the tap and a plurality of photovoltaic power generation devices; on-plane division section determination means for determining a division section on a plane defined by the active component and reactive component of passing current through the transformer with the tap; upper rank potential difference extraction means for ranking potential differences in the division section in descending order to extract an upper plurality of potential differences; and multiple regression analysis means for performing multiple regression analysis using the extracted potential differences to determine a setting value for the transformer with the tap. The transformer with the tap regulates the tap by using the setting value acquired by the multiple regression analysis to take voltage at a virtual point in the power distribution system as a setting voltage.SELECTED DRAWING: Figure 1
