PROBLEM TO BE SOLVED: To provide a communication capacity managing device that can, when communication is to be accomplished via a radio communication line limited in communication capacity, facilitate service to eliminate the shortage of a remaining capacity for communication.SOLUTION: In a communication capacity managing device that manages the capacity of communication over a radio communication line limited in communication capacity, an additional purchase processor performs processing for an additional purchase of the communication capacity with a time limit to its authorized use. A remaining capacity managing unit manages the remainder of the additionally purchased communication capacity, which is the communication capacity with the time limit to its authorized use. An issue conditions determining unit determines whether or not the conditions for issuance of a coupon pertaining to communication capacity service are satisfied. A coupon issuing unit issues the coupon when the issue conditions determining unit determines that the conditions are satisfied.SELECTED DRAWING: Figure 1
