The purpose of the present disclosure is to enable the owners of cables to be determined from the positional relationship between the cables in an off-site facility model obtained through an MMS. The present disclosure acquires S11 a cable model which is a solid model of cables extracted from three-dimensional point group data, understands the positional relationship of the cables from the cable model, determines S22 the owners of the cables from the positional relationship according to a determination table in which the hierarchical relationship and the owners of the cables are determined, connects the information about the determined owners to the solid model, and creates a distribution map by using the cable model to which the owner information is connected.
