An upgrade evaluation device for calculating costs related to the introductory effects of an upgrade menu is provided. The present invention comprises: a performance data acquisition step for acquiring the performance data of an apparatus; and an effect calculating step of calculating introduction effects based on a performance difference based on the performance data when an improvement function for improving the performance of the apparatus is introduced and when the improvement function is not introduced; wherein the introduction effects are calculated for each of a plurality of time points in a prescribed period in the effect calculation step. It is also possible to calculate costs which are exchanged between an improvement function supply side and the supplied side, the costs being based on the introduction effects calculated in the effect calculation step.
