Disclosed is a tool bit structure, comprising a cutting edge part (10), wherein the cutting edge part (10) comprises a cutting main body (11), and an outer surface of the cutting main body (11) comprises a front end face (11a) and an outer peripheral face (11b) connected to the front end face, the outer peripheral face (11b) being a cylindrical face. The outer surface of the cutting main body (11) is provided with a first cutting edge (12) and at least two second cutting edges (13) respectively arranged on two sides of the first cutting edge, wherein front end faces of the first cutting edge (12) and the second cutting edges (13) form arc faces protruding forwards; the first cutting edge (12) extends from one side of the outer peripheral face (11b) of the cutting main body to a center area of the front end face of the first cutting edge and then extends to the other side of the outer peripheral face (11b) of the cutting main body, and a first chip discharge groove (14) is provided between the first cutting edge (12) and the second cutting edge (13) adjacent thereto. The structure can improve the machining roughness of a 3D complex small curved surface contour, can facilitate increasing a step pitch of a cutting tool and improving the machining efficiency, and can reduce tool wear so as to prolong the service life of the tool. Further disclosed is a cutting tool comprising the tool bit structure.
