Three-dimensional volume observation data was generated from the observation data, and the precipitation particles in the sky above the target area were discriminated from this observation data, and the rainfall and snowfall intensity were analyzed, and they were dispersed and buried on the ground in the target area. One-dimensional snow cover observation data is acquired from a plurality of snow cover observation sensors, and correction is performed to replace the precipitation particle discrimination result in the sky with a ground plane based on the one-dimensional snow cover observation data obtained by the plurality of snow cover observation sensors. Based on the corrected precipitation particle discrimination result and the analysis result of the rainfall / snowfall intensity, the above-ground snowfall distribution in the target area is estimated.
