PROBLEM TO BE SOLVED: To provide a three-dimensional surveying device, a three-dimensional surveying method and a three-dimensional surveying program capable of efficiently executing registration of point cloud data. A three-dimensional surveying device 2 includes a collimation distance measuring unit 4, a scanner unit 5, and a control calculation unit 46. The control calculation unit 46 calculates and stores the coordinates of the mechanical reference point of the collimation distance measuring unit 4 at the surveying position by collimation of the telescope unit 45, and controls the scanner unit 5 to acquire the points at the surveying position. The group data is stored, and control is performed to align the point cloud data acquired by the scanner unit 5 based on the coordinates of the stored machine reference points.
