The present invention relates to a method of manufacturing a titanium-steel composite plate, and bonding performance through manufacturing processes such as blank preparation, surface treatment, release agent brushing, blank symmetric assembly, electron beam sealing strip welding, heating, rolling, deformation correction and plate cutting separation, etc. This strong titanium-steel composite plate is produced. By adding the laminate plate (2) to the composite interface of titanium and steel through the blank assembly process, the titanium and steel in the composite blank cannot be sufficiently contacted, and it blocks the diffusion of elements to each other during the heating process, thereby interfacial carbide and metal interfacially. It controls the mutual formation of brittleness, such as compounds, and then destroys the interfacial oxide film by rolling with a high rolling reduction, forming a newly bonded interface between titanium and steel, sufficiently metallurgical bonding, and furthermore, quickly after rolling. By cooling and controlling the formation of brittleness with each other again, a titanium-steel composite plate having no brittle phase and having strong bonding performance is produced. Compared to the case of adding an interlayer nickel foil or copper foil, the operation is simpler, the production cost is lower, and the bonding performance is stronger.
