Provided are a state transition model constructing device and an autonomous system in which safety is ensured by design and with which it is possible to achieve ease of operation. A state transition model constructing device 02 comprises a spatial division processing unit 0202 which: with respect to a state space in which domains of a system state and an operation environment state are combined, performs spatial division without an overlap on the basis of whether a separation criterion expressing state-to-state homology and heterogeneity is satisfied; allocates, to each state partial closed space obtained by spatial division, binary vector-form symbolized state values combining the truth values of the separation criterion; and associates the transition probability of a pair of state partial closed spaces with a transition relationship between the symbolized state values.
