PROBLEM TO BE SOLVED: To provide a method for evaluating a withstand voltage characteristic of an insulating material and an apparatus for measuring the withstand voltage characteristic, which can evaluate the withstand voltage characteristic assuming a situation where a burr or the like locally interferes with the insulating material. SOLUTION: This is a method for evaluating the withstand voltage characteristic of an insulating sheet W, in which the insulating sheet W is sandwiched between a movable electrode 3 and a fixed electrode 4 and locally pressed, and between the movable electrode 3 and the fixed electrode 4. This is a withstanding voltage characteristic evaluation method in which a thin portion d of the insulating sheet W is formed and a voltage is applied between the movable electrode 3 and the fixed electrode 4 to evaluate the withstand voltage characteristic of the insulating sheet W. According to this method, a portion where the insulating sheet W is interfered with by burrs or the like can be simulated. Further, by applying a voltage between the movable electrode 3 and the fixed electrode 4, it is possible to confirm the presence or absence of dielectric breakdown in the thin portion d. As a result, according to this method, the withstand voltage characteristic can be evaluated assuming a situation in which burrs and the like locally interfere with the insulating material.
