The electrode - supporting rod 57 passes through a metal sleeve 56 within an insulating sleeve 53 secured by a ring 54. The lower end of the rod 57 carries a plate 65 with an off-set electrode 63, and the rod 57 is rotated by gearing 70,71. Current is supplied by a brush contact 72. Rotation of the electrode enables the arcing rate to be controlled when the liquid becomes viscous owing to the accumulation of carbon black. When employing mineral oil, a mixture of hydrogen and acetylene is generated.
