A rotary flying shear is arranged to cut strip into predetermined lengths by altering the angular relation between the cutters on the rotary elements. A lower drum 25 carries a cutter 26 and an upper drum 27 is four times the diameter of the lower drum and carries cutters 28, 29, 31, 32 at 90 degrees apart, cutters 33, 34 at 180 degrees apart and displaced 45 degrees to the first set, and a cutter 35 midway between the cutters 22, 33. When the cutters are engaged as shown in Fig. 4, the strip is cut into lengths equal to the periphery of the lower drum by the cutters 28, 29, 31, 32. By repositioning the drums the cutters 33, 34 may be engaged with the cutter 26 to sever strip of double the periphery of the lower drum. By arranging the cutter 35 to cooperate with the cutter 26 lengths equal to four times the periphery of the drum may be cut. If the drums are rotated at double speed without altering the strip feed the lengths cut are halved resulting on a total variation of lengths cut of one to eight. The drum 27 is coupled to its driving shaft by a dog clutch allowing of the required angular adjustment of the drum. In a modification, Fig. 1 (not shown), two groups of cutters carried on an upper drum and another group on a lower drum are selectively engaged with a single cutter on a central drum.
