In a device for applying spaced labels 2, Fig. 1, &c. to a moving web 1 by pressure between rollers 4, 8, the roller 4 has at least one elongated peripheral roller track 5 engaging the web 1 and one or more shorter tracks 6 intermittently engaging and pressing short lengths of a web 3 from which the labels are cut by a knife 7 arranged on each of the shorter tracks 6. The backing roller 8 is resiliently loaded by springs 9 which yield when the tracks 6 engage the web 3 so that the tracks 5 are lifted off the web 1. The knife 7 then receives full pressure of the springs to sever the web 3 without cutting the web 1. A heater 10 is provided for webs 1, 3 of heat sealing material. The labels 2 may be applied over pre-cut openings in the strip 1 from which packages with tear-off openings are to be formed. The tracks 5 of the roller 4 may be cut-away at 11 so that the web 1 may be fed freely until the openings are correctly phased with the labels 2.
