Steel is made in an open-hearth furnace using oxygen by charging the furnace with molten pig iron, and while fuel is burned above the charge to continue heating, blowing oxygen directly into the bath of molten pig iron to start refining, and charging cold scrap and flux into the bath while blowing is continued for completing refining of the molten pig iron and scrap.
