In a tubular heat exchanger WA, flue gases to be cooled, e.g. from a refuse incinerator (see Fig. 2, not shown), pass upwardly through a plurality of vertical tubes 3 mounted between end plates 2, 2SP1/SP in a casing 1 and are cooled by two independent parallel streams of cooling air provided by fans 13, 17 flowing transversely across the tubes 3 in the casing from respective inlet connections 6, 6SP1/SP to respective outlet connections 5, 5SP1/SP. A transverse partition 7 subdivides the casing into two. A regulating device 16, e.g. a multiple damper, positioned upstream of the fan 17 controls the volume flow rate of cooling air fed through the casing via the inlet 6 in dependence of the outlet temperature of the cooled flue gases measured at 11 to keep said temperature within prescribed narrow limits. The regulating device alternatively may be a variable speed motor for the fan 17. The heated cooling air streams 14, 14SP1/SP leaving the casing are either fed as hot underblast to the combustion grate (102, Fig. 2) of the incinerator or discharged into the atmosphere. Secondary cold air (109) may be added to the flue gases in the refuse incinerator to reduce their temperature prior to said flue gases entering the heat exchanger WA. As shown in Fig. 3b each tube may have transverse heat transfer fins 201 welded at regularly spaced intervals along-its length.
