In Example 1, a vinyl film is formed from a mixture of a polyvinyl chloride containing 3% vinyl acetate, dioctylphthate, lead stearate and the nickel chelate, and a nitrocellulose lacquer from a mixture of two nitrocelluloses, dibutyl phthalate, oleic acid, toluene, ethyl acetate and the pigment.
