Each row may comprise tufts of the same flex characteristics, the soft tufts 24, Fig. 2 being larger and thinner than the stiff tufts 23; and/or the soft tufts may comprise synthetic fibres or horse hair and the stiff tufts bristle; and/or the soft tufts may have less bristles or fibres. Two or more rows of stiff tufts may be provided between each row of soft tufts. In another form, Fig. 3, each row comprises a length of soft tufts 34 spaced between lengths of stiff tufts 33, and the rows are helical. Alternatively, the sweeper elements may comprise felt.
