The device is made from a plastics material which is difficult to deform and so that a skirt portion 14 is slightly flexible. The tubular member is also made of plastics and is slightly flexible and resilient. In a modification shown in Fig. 6 the body portion 41 has the interrupted rib and an external annular portion 47 with peripheral lips 48, 49.
