In an example, spheroidal carbon seeds are formed from a mixture of carbon powder and furfuryl alcohol, and are coated with UO 2 powder and then with pyrolytic carbon and silicon carbide. The coated particles may be dispersed in a carbon matrix. ThO 2 or PuO 2 may also be used as the nuclear fuel.
